Postal Service Employees & Retirees
FEP is committed to providing Postal Service employees, retirees and their families with some of the best health care benefits possible.
What you need to know about your PSHB automatic enrollment
If you were automatically enrolled into a PSHB plan based on your current FEHB enrollment and you do not want to make any changes, you do not need to do anything during Open Season. Your coverage will begin automatically on January 1, 2025.
Proud to receive approval to participate in the Postal Service Health Benefits (PSHB) Program
The Office of Personnel Management (OPM) announced that the Blue Cross and Blue Shield Federal Employee Program (FEP) is approved to participate in the PSHB Program, so bookmark this page to stay in the know.
What you need to know about the Postal Service Health Benefits Program
You may have heard about the Postal Service Reform Act of 2022. This law does not impact your benefits for 2024. But in 2025, there will be a new Postal Service Health Benefits (PSHB) Program. PSHB will offer health insurance to Postal Service employees, retirees and eligible family members starting January 1, 2025. You can learn more on OPM’s website here.
Here’s what you can expect from us over the next few months
October – November 2024:
Automatic enrollment into PSHB
Prior to Open Season, OPM will automatically move Postal Service employees and retirees to the PSHB version of the FEP plan you’re in today for 2025; nothing will change about your 2024 coverage. For example, if you’re enrolled in FEP Blue Standard Self Plus One, you’ll be moved to the PSHB version of FEP Blue Standard Self Plus One.
For 2025, benefits for Postal Service employees will be equivalent to the benefits for federal employees.
November 11 – December 9, 2024:
Open Season
During Open Season, you will have the ability to make changes to your 2025 coverage.
If you want to keep the PSHB version of the FEP plan you have today, you don’t have to do anything.
December 2024 – January 2025:
After Open Season
We will send you a welcome mailer with a new member ID card for each member on your contract.
PSHB coverage begins January 1, 2025.

Here with answers to your PSHB questions
According to the law, Postal Service employees, retirees and their family members who are currently eligible for coverage under the FEHB Program will be eligible for coverage under the PSHB Program.
Your FEP benefits will remain the same. Unless you decide to change plans, your medical benefits will be the same as those members under the FEHB for 2025. Prescription benefits for Postal Service retirees will be different.
You’ll be automatically enrolled in the PSHB version of your current plan for the 2025 plan year just before the start of Open Season. You can also choose to change your 2025 plan year coverage, however, you’ll have to make those changes by the end of Open Season. If you have questions, you can call the Postal Service Health Benefits Navigator Help Line at 1-833-712-PSHB (7742).
